proceed with the acquisition and reclamation of the site,

and to obtain from that Government an explicit undertaking

that the proposed contribution from Imperial Funds will be

accepted under the conditions named in paragraph 6 of Air

Ministry letter of the 27th October last, S.23467/S.6.

As it is essential that payment of the £70,000,

if the basis is accepted by the Hong Kong Government, should

be made before the close of the present financial year, I am

to suggest that the offer should be communicated to the

Governor by cable with a request for a telegraphic reply.
